Yes, it may be that they (the Elders of Zion) are even willing to throw Israel under the bus (if need be) to preserve Judaism via persecution. They can still flee to the USA easily, or other Western countries as well, or probably Russia and China for that matter. Israel mainly has been useful as a center for global criminal cartel activity – all the “Russian” oligarchs having dealings there for example. It’s not essential for the survival of Judaism and it being under siege or even lost would further the persecution narratives.

It doesn’t have to happen all at once. It could just be a slow-bleed as they keep getting hit by Iranian missiles, or if they decide the stress of living in a settlement world adds up, and the best people just leave. Israel may not have to fall at all but just be enough of a pain in the ass in day to day life that Jews want to live elsewhere.
